Total number of enrolled students for the academic year 2022-2023. reached 1,238,000, an increase of 5.97 percent compared to last year, Minister of Higher Education, Scientific Research and Innovation Abdellatif Miraoui said in Rabat on Tuesday.

Speaking at a press conference on the occasion of the start of the 2022-2023 school year. , Mr. Miraoui pointed out that this increase includes students in institutions with free access, a trend that, according to the minister, reflects the quality of degrees obtained, as well as the number of students in institutions with limited access, in accordance with the requirements of the educational reform.

He also highlighted the increase in the admission capacity of the university by about 20,000 new places during the current academic year, especially thanks to the expansion projects implemented in many universities.

As for employment, the minister said that they also recorded a significant increase, with the opening of 2,349 new budget positions under the Finance Law from 2023, noting in this regard, the definitive abolition of conversion positions and the opening of national employment. platforms, in order to establish an employment system based on meritocracy, transparency and fairness. In addition, the minister mentioned the creation of three new university residences, one public and two in partnership with the private sector, with an estimated increase of 2,023 beds. Regarding scholarships for higher education, Mr. Miraoui reported the registration of more than 224,000 applications through the “Minhaty” platform, noting that the number of scholarship recipients will be determined by a joint decision with the Ministry of Economy and Finance based on the list approved by the regional commissions.

As part of the consultation between the supervision ministry and national economic institutions and authorities, the minister welcomed the establishment of new training courses in response to the needs of the national economic situation.

Regarding support for academic excellence, the minister emphasized that the current start of the school year will be marked by the launch of new courses in English, including 10 new diplomas, 7 masters and doctors of medicine, in addition to 21 diplomas at private and partner universities, because this academic year more than 12,000 students attend the English language module. Also, the minister stated the launch of a new medical training course lasting six instead of seven years, which enabled an increase in the number of graduate students at the faculties of medicine, pharmacy and medical dentistry in 2026, in order to better support the royal project for the generalization of social coverage.

In order to promote scientific research and innovation, the minister announced the creation of three national thematic research institutes in 2023, which will respond to national development priorities in the fields of health, water and artificial intelligence, as well as the allocation from the budget of 600 million dirhams to support scientific research activities and increasing the number of scholarships awarded to support the mobility of doctoral students to 1,300 scholarships, with the publication of more than 14,000 articles by scientists in international journals by the end of 2023.

In order to support the process of global reform of the system of higher education and scientific research, Mr. Miraoui confirmed that during this academic year his department will work on the publication of a set of legal and regulatory texts, including a project for the status of teacher-researcher bodies.

This academic year will mark the start of the implementation of the Plan to Accelerate the Transformation of the Ecosystem of Higher Education, Scientific Research and Innovation (ESRI 2030 PACTE) and the activation of a new engineering strategy aimed at mobilizing all stakeholders to prepare highly qualified generations to face current and future challenges and able to provide intelligent solutions that can contribute to the socio-economic development of the country.
