Many students are left without an appointment at the start of the new academic year in Lyon after the implementation of the choice in the entrance to the university and entrance to the master’s degree. These “non-facts” are mobilizing to find a place on already saturated university benches.
This year, “sans-fax” was a little ahead. On September 2, even before the start of the academic year, the sans-facs committee organized a demonstration in the courtyard of Lyon 2 University. Banners, slogans, shared breakfasts and visits by elected officials from Lyon were punctuated by megaphones. Repeated mobilization on September 16.
Students without a college, supported by the Union of Student Solidarity and UNEF Tackle (a division of UNEF), asked to be admitted to the presidency of the university to present about thirty files.
“The aim of the sans-facsimile campaign is to admit students who have not been admitted to the university, while at the same time demanding the exemption from registration fees for foreign students from outside the EU who cannot pay this amount (2,770 euros per year for a license and euros). 3770 for master’s degree, editor’s note)”, writes the press release of the committee.
University choice punishes Lyon students
In recent years, these school-going mobilizations have been legion in Lyon as elsewhere. In 2021, two students held a hunger strike in front of Lyon 2 University. Later, the offices of Lyon 2’s presidency were occupied for several days and demanded the registration of about fifteen unregistered students.
A number of reforms are responsible for this phenomenon. Stronger selection at undergraduate or postgraduate entry partly explains why students are at the door of universities. The increase in the number of students has aggravated the situation. France saw a peak in births in the 2000s, which was not followed by additional university places.
In 2016, the first reform introduced a choice between the third year of a bachelor’s degree and the first year of a master’s degree, leaving several thousand students without love each time they returned to France. In response to this decision, the “right to education” was introduced in 2017 (later amended by decree in 2021). But in practice it does not apply to everyone.
The “Parcours Sup” platform was launched in 2018. This creates tougher competition among students to get into licensure and leaves candidates out..
In France, 94,187 candidates did not receive an assignment in mid-July 2022, when an additional phase offering new places to students had just begun at the end of June. After this second stage, the number of candidates who have not been appointed, refused or are not yet known.

A lack of assignments and therefore a lack of vision for their academic and professional futures has left many students distressed. Sana, a law student at Lyon 2, failed to get into her master’s degree in social law. Nevertheless, he accepted a professional law degree that did not fit his professional project:
“I have been sick for 5 months. I reached a level of anxiety I had never experienced before. It’s even worse when you see the other party doing nothing to fix the problem. We are told to wait or go for a professional license. »
On the side of the University of Lyon 2, we regret the lack of means that prevent them from accepting more students in certain sectors. One of their solutions is believed to be to direct certain students to:
“We are trying to find alternatives for them in the same professional field. We understand that a student who wants to practice law will not accept a political science degree. »
Sana, who is waiting for a place in the master’s program, finds comfort with other students of the non-fact committee. He had never mobilized with any trade union or student organization before.
“We didn’t know each other and we all came together for the same reason. We are together and we will not give up. We know it’s legitimate to own these places because we’ve confirmed our years. »

On her side in the fight is 26-year-old Ryane, who did her Political Science degree at Lyon 2 and also couldn’t find a place on a master’s degree in political science or sociology.
“I submitted 10 applications to Lyon, Rennes and Saint-Etienne and I was rejected. I applied to the rector’s office in June and I have not received a positive response so far. I’m a little discouraged, I don’t know what to do. They tell me that I can find a place elsewhere, but it is difficult to find an apartment in another city at the last minute. »
The grant holder will be forced to renounce this aid if they lose their student status. Like Ryane, many students try to apply to the chancellorship, which is supposed to guarantee a place in college, primarily at their home university. In 2021, 1400 students applied in the district. Mainly two sectors are in tension: law and psychology.
University of Lyon 2: the epicenter of the mobilization of non-college students
In Lyon, the mobilization of the homeless is concentrated in the University of Lyon 2, because trade unions and student organizations are more active there. The presidency is also seen as more susceptible to student mobilizations and is known for its historical leftist roots.
Since the first mobilization of sans-facs on September 2, the number of files has increased. For foreign students from outside the European Union, they are now over forty to be exempt from registration or fees (see below).
They are not the only ones waiting for a place. The University of Lyon 2 received 179 requests from the rectory and sent them the applications of the students who took it over. These include students who apply directly to the dean and course leaders without going through the rector’s office.
“We are trying to find solutions for the files sent by the sans-fax committee, but we cannot prioritize them. We want to ensure equal access to university and even those who do not go through student organizations have rights. »
Some figures on faculty saturation in Lyon
The numbers speak for themselves to realize the powerful choice students face.
The University of Lyon 2 received 123,842 requests for 5,501 places in the first year of the license (knowing that a student can make several requests within the same university). The most requested sectors are political science (12,773 requests for 270 places), cognitive sciences, educational sciences and psychology (30,231 requests for 460 places).
On the Masters side, there are 23,684 applications for 3,723 seats. Sectors under pressure include private law (1,384 inquiries for 60 places) and business law (1,398 inquiries for 80 places). Political science also faces many applications: 793 applications for 100 places. Finally, psychology (804 requests for 40 places) and clinical psychology, psychopathology and health psychology (768 requests for 30 places).
As for the University of Lyon 3, 39,000 applications were submitted for 3,500 places in the 1st year of the master’s program.
Foreign students from outside the EU claim an exemption from Lyon 2
Added to the problem of loveless students is the problem of foreign students who come from countries outside the European Union, who have love, but are unpleasantly surprised to see their tuition fees explode.
The “Welcome to France” reform could be implemented from the beginning of the 2019 academic year, but was implemented more recently depending on which universities had room to maneuver. This means that those students pay €2,770 per year for undergraduate studies or €3,770 for master’s studies. This is the work of Mohammad Asnad in the 2nd Bachelor of Political Science.
“I am a Comorian. I enrolled at the University of Reunion Island, where there are no fees. I made a hasty choice to come to Lyon and it was when I signed up for Lyon 2 that I realized I had to pay 2770 euros. Since I haven’t found a job outside of school yet, I can’t afford this amount, and my parents can only help me from time to time. »
At the University of Lyon 3, it was decided to completely exempt students from these fees for 2022-2023. Fees in Lyon 2 have been applied for this start of the academic year, with possible exceptions:
“Our university is doing its best. The schedule and conditions for the release of students have been determined. Previously, this exemption was paid by the state, now it is carried out at the expense of the university budget, “explains the University of Lyon 2.
The struggle of the homeless continues in Lyon
For now, the committee sans facsimile remains dissatisfied and condemns the fact that no solution has been found by the presidency regarding the thirty dossiers. Sana says that despite weekly meetings between the committee and the Lyon 2 administration, he is afraid of being “checked”.
On Wednesday, September 21, a special commission on students without assignments was held with the participation of the presidency and representatives of a number of student organizations. On this occasion, a mobilization was organized by the sans-fax committee.

A few days ago, the sans-faxes of Lyon received the support of two deputies from the Rhône, Nupes: Gabriel Amard (Villeurbanne) and Hubert Julien-Laferrière (2nd arrondissement of Lyon). Both have made a short video of appreciation on social networks.
