Madam General Manager,

September 23, 2022 Permanent Mission of the Republic of Azerbaijan toUNESCO arranges a presentation of the proposed destruction of Azerbaijani cultural heritage in Armenia “, in the premises of the Azerbaijan Cultural Center in Paris (poster presentation 09/23/2022 is attached).

We urgently want to know your position on the circumstances of this presentation:

First, the event poster uses the abbreviation as well as the emblem “ UNESCO “.

Guide for event organizers “, published on the websiteUNESCOrepresents the use of the logoUNESCO and its secondary logos (such as the World Heritage Center logo) to specific rules.

We understand that only activities organizedUNESCO or together withUNESCO can benefit from the logoUNESCO.

It follows, if I am not mistaken, that permanent missions must first submit to the Director General a request for permission to use the logoUNESCO for non-commercial purposes.

If yes, could you let us know if this presentation is organizedUNESCO or if they are organized jointlyUNESCO and the delegation of Azerbaijan ?


We read a post posted yesterday on the professional network LinkedIn, apparently from the accountUNESCOin response to the distribution of the aforementioned poster on the LinkedIn profile of a journalist who asked you a question, in particular, about the reality of participationUNESCO to this event, to which your Organization responded:

If this presentation is organized independently ofUNESCOwhy the organization behind this presentation might use the above acronym and logo ?

The above post is fromUNESCO does not contain any reservations regarding the use of its exclusive distinctive signs.

Has the Permanent Mission of Azerbaijan, the organizer of this presentation, obtained your prior and express permission to use the logoUNESCO about it, and if so, on what grounds? ?

Otherwise, have you taken the necessary steps with the organizers of this event to request the immediate and unconditional removal of the logoUNESCO so this institution associated with the United Nations does not appear, directly or indirectly, to be associated with this supposedly cultural initiative, but in fact is intended to put into perspective the destruction of the Armenian heritage that the Azerbaijani state has, and the incitement of hatred towards Armenians . ?

Secondly, here it is worth recalling the obligations assumed by international institutions and organizations, includingUNESCOto protect the Armenian heritage, which is several thousand years old, in particular in Nagorno-Karabakh.

In his press release dated November 20, 2020UNESCO proposed to conduct an independent expert mission on the ground, in Nagorno-Karabakh, to draw up a preliminary inventory of the most significant cultural values, as a necessary condition for the effective protection of the heritage of the region.

In vain, because, despite the consent of Armenia and repeated requests fromUNESCOApparently, Azerbaijan has so far refused to grant access to the territories under its control to carry out this mission.

The International Court of Justice, in its ruling dated December 7, 2021, stated that “ Azerbaijan must take all necessary measures to prevent and punish acts of degradation and desecration of the Armenian cultural heritage. […] “. Thus, the Court invited Azerbaijan to abandon its hate speech and practices against Armenians, to abandon the systematic destruction of the Armenian cultural and historical heritage in Nagorno-Karabakh.


The European Parliament, by its resolution of March 10, 2022 on the destruction of cultural heritage in Nagorno-Karabakh, established that the erasure of the Armenian cultural heritage was part of the state policy of systematic Armenophobia, historical revisionism and hatred towards Armenians promoted by Azerbaijan. authorities, including through dehumanization, glorification of violence and territorial claims against the Republic of Armenia that threaten peace and security in the South Caucasus. Parliament called on Azerbaijan to provide access toUNESCO to the respective territories under its control to carry out its expert missions.

In this regard, it seems important to us to recall the recent aggression of the Republic of Azerbaijan against the Armenian people, this time on the sovereign territory of Armenia, on September 13 and 14, 2022, and the large-scale destruction of not only border military positions, but also civilian homes, hospitals and schools.

This deadly attack resulted in hundreds of casualties, mostly Armenians, including civilians, as well as the displacement of more than 5,000 people and the deprivation of hundreds of children of their right to access education. Today, more than ever, the territorial integrity of Armenia and its cultural heritage are under threat and in danger.

In this context, you understand that the organization of the presentation by the Republic of Azerbaijan with the abbreviation and logoUNESCOhaving as its aim the alleged destruction by…Armenia of the cultural heritage of…Azerbaijan, demands that (i)UNESCO positions itself clearly and transparently as to its role in this regard and (ii) takes all measures to put an end to such a situation if it does not comply with the terms and conditions of use of its acronym and logo referred to above, regardless of the content of this presentation.

In addition, we would appreciate it if you could provide us with the answers requested above.

It goes without saying that we will not be here discussing the content of the presentation scheduled for September 23, whether it concerns allegedly “ destruction[s] ” from “ inheritance “supposedly” cultural which is mentioned in the attached poster, and the risks of falsification arising from it.

However, we inviteUNESCO ask the Republic of Azerbaijan questions about the content of said presentation, without prejudice to the possible actions that this content may entail in case of falsification.

Thus, a quick and unambiguous interventionUNESCO we feel it necessary to express our disagreement with respect to such an event, be it the use of its abbreviation and logo, and, if necessary, with respect to the content of this presentation, which in the current context is questionable.

Such a position would be consistent with the beliefs and tasks attributed toUNESCOin particular its contribution to the protection of heritage and the culture of peace.

At the very core of its mission, your Organization and its leaders must maintain the highest ethical standards and be as transparent as possible to the public.

Therefore, we are confident in a quick responseUNESCO that this letter might cause erga omnes on his part.

We remain particularly attentive to your response and the actions you intend to take.
